My sales rep told me that I can get enterprise e3 by a) enrolling into e3 subscription which cost yearly subscription fee or b) buy SA(software assurance) which includes enterprise license without needing to pay yearly subscription fee. Both option A or B requires me to have windows 10 pro license.
