Thanks for the informative post. The main issue is that Max 2015 isn't certified or supported under Windows 10. Max 2015 was built for Windows 7 and 8.1 as noted here. The only thing I could suggest here that may help is trying the light ui as found in Customize->Custom UI and Defaults Switcher. Can you please try that for me?
