All values are under the registry key HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\PrecisionTouchPad. To change the defaults used when a new user profile is created, modifications should be made to the registry hive located at %SystemDrive%\Users\Default\NTUSER.DAT.
