The first use of the term protocol in a modern data-commutation context occurs in April 1967 in a memorandum entitled A Protocol for Use in the NPL Data Communications Network. Under the direction of Donald Davies, who pioneered packet switching at the National Physical Laboratory in the United Kingdom, it was written by Roger Scantlebury and Keith Bartlett.[5][6][7][8][9]
